Who are Outlanders?

Outlanders are a barbarian like faction, disowned by civilisation living in the fringes of space. They are oppuhrtunitisc in nature and will often attack weak targets such as unescorted mining vessels or undefended systems. Outlanders will often declare war with your faction on sight and will not hesitate to attack you if provoked.
