What does crew requirement mean for ships

Some ships require you to have a certain number of crew hired to be able to command. You can check the requirements by clicking the ship name when browsing ships to buy, and scrolling to the criteria section.

Crew can be hired in any system with the crew hiring service, and any role of crew can be hired to meet the requirement.
